Parse PLAYLIST.UMD: streams, chapters and timestamps

- Add little-endian readers to UmdIsoFile - Playlist parser (streams + chapter markers) ported from JPCSP - dump command now lists streams, durations and chapter markers - Unit test for chapter/timestamp mapping
