Add a new Python video server for streaming and fix inconsistent video playback progress saving.
The playback progress saving was made consistent and reliable by storing whole-second timestamps, handling rare database upsert conflicts with client-side retries, and aligning JWT and video session cookie lifetimes to prevent silent progress loss during long watches. The player now also warns the user if their session expires mid-playback.
