Remove the unreliable GitHub version checker and replace it with an admin-managed version control system to display the app version.
The previous GitHub-based version lookup (/api/version) was prone to intermittent 403 errors, making the version display in the footer unreliable. This PR replaces that system with a database-backed solution, allowing administrators to define, activate, and manage application versions directly from a new "Version" tab in the admin panel, ensuring a stable and controllable version display.
