Corrects page loader blur overlay positioning to appear below the header and unifies the loading UI on the statistics page.
The blur overlay was incorrectly covering the header when preloaded because the navbar offset calculation was only triggered when the overlay was newly appended to the DOM, not when it was already present in the HTML.
