Add Bootstrap tabs to the user statistics page to improve layout and enhance error handling for data fetching.
The user-stat.html page previously stacked ranking, winners, and 100% completion sections, leading to a cluttered view. This PR organizes them into distinct tabs. It also improves app_user-stat.js to show a clear error message and hide the spinner if the main stats fetch fails, while still rendering other available data and avoiding redundant API calls.
